Reference to the Police suggests delving into the history of the District Watch Force, especially as there have been several Magisterial commendations recently of members of this body.
It is interesting to learn that the District Watchmen's Force was established as the result of fears of trouble from Canton. In 1866, the Chinese community petitioned the Government for permission to organise a force of district watchmen to aid the regular Police, the petition being based on rumours that "roughs" from Canton intended celebrating the Chinese New Year by making a descent on Hongkong with the object of rioting and committing extensive robberies under cover of the conflagrations. As a result, in August of that year, 1866, a Registration Ordinance creating the District Watchmen was passed.
